Morris Draper, a diplomat who helped negotiate the first Israel-PLO truce, died April 15 at 77. Draper, who also played a key role in negotiating Israel’s Camp David peace accord with Egypt, was a career diplomat who joined President Ronald Reagan’s special emissary, Philip Habib, in attempting to pull foreign forces — Palestinian, Syrian and Israeli — out of Lebanon in 1981.
