Moscow prosecutors declined to open a criminal case against the authors of a rabidly anti-Semitic letter that urged a ban on Jewish organizations. Prosecutors said on June 9 that the letter did not contain calls for action against any faith, ethnic group or race, and therefore its authors could not be prosecuted for a hate crime. Earlier, prosecutors in St. Petersburg also declined to open a criminal case against the authors of the letter.
