The Soviet Union told the United Nations today it will refuse to pay any money at all to the upkeep of the United Nations Truce Super vision Organization in Palestine, as well as the United Nations Emergency Force.
The USSR has consistently refused to pay toward the upkeep of UNEF, the force on guard in the Gaza Strip and at Sharm el-Sheikh between Egypt and Israel. But until today it had never mentioned UNTSO, the organization that supervises implementation of the armistice agreements between Israel on the one hand and Egypt, Syria, Jordan and Lebanon on the other.
Nikolai T. Fedorenko, the new USSR permanent representative here, announced his government’s decision at a meeting at the General Assembly’s Administrative and Budget Committee this morning. The Assembly, which is in special session now, is concerned almost entirely with the financial problems facing the UN because of the refusal by the Soviet Union and a number of other states, including the Arabic, to pay for UNEF and for the UN Force in the Congo.
