The Council of the League of Nations, which is now in session here, decided to-day that it is prepared in principle to pronounce the termination of the Mandate for Iraq, so that the country will become independent and will be admitted to membership of the League of Nations.

The Council has instructed a special committee to draw up the text of a guarantee to be signed by Iraq, in which it will undertake to carry out certain obligations, including those relating to the protection of its minorities.

Lord Cecil of Chelwood in addressing the Council on this question, said that Iraq was a country in which there was religious tolerance, and Loslems, Jews and Christians live together there peaceably.
