Negotiations for inclusion of the ORT, HIAS and the Jewish Telegraphic Agency in the United Jewish Appeal campaign have ended in failure, it was announced today by Sidney Hollander, president of the Council of Jewish Federations and Welfare Funds, in a statement to member agencies. Mr. Hollander expressed disappointment at the result of the talks.
