Nathan Katz, Secretary-General of the Joint Distribution Committee, arrived here today on the Washington from Paris. In a statement, he said the J.D.C. was confronted with tasks greater than ever before and in some countries was performing tasks “which, in most civilized countries, are the work of public agencies.”
