Admission to this country of refugees from religious or racial persecution under a plan of pooling unused immigration quotes was advocated by the National Council of Jewish Women in testimony today before the Joint Congressional Subcommittee.
Mrs. Elsie Elfenbein, executive director of the Council, at a hearing on the bill to change the immigration laws, said that instead of largely limiting immigration to persons with outstanding skills, as proposed, “it is a better principle to have our immigrants resemble a cross-section of our native population as they do now.”
