The National Council of Jewish Women issued instructions to all of its 212 sections urging them to use their influence in their communities to help organize Civilian Defense Councils where there are none, and to cooperate with such Councils where they have already been set up. In addition, they have been asked to urge the organization of Volunteer Offices under the direction of the local Defense Councils, and to register the skills and available time which their individual members will offer to these Volunteer Offices.
