Acting on a Turkish report, delegates to the NATO summit conference here agreed to recommend in the communique on conference conclusions an economic aid program designed to stabilize the Middle East area.

A Turkish diplomat, commenting on persistent reports that the Turkish delegation to the NATO conference was pushing vigorously for conference consideration of an effort to induce Israel to return to the 1947 boundaries of the United Nations partition resolution, said that Turkey was not asking Israel to cede any territory. He said Turkey was asking Israel to contribute to a solution of the Arab refugee problem.

Official Israel sources here today categorically denied that Israel diplomats made an appeal, in advance of the current NATO summit conference, to NATO leaders for guarantees of Israel’s frontiers.
