Karl Zenner, former chief of police of Aachen, was arrested here today, charged with participation in the mass execution of Jews in Byelorussia during the Nazi occupation. He was a general in the Hitler S.S., and chief of the Hitler security service in Minsk, capital of Byelorussia; during the war.

A ruling holding that Dr. Franz Schlegelberger, Deputy Minister of Justice during the Nazi regime, need not stand trial again, was handed down today by the Schleswig-Holstein Superior Court. Dr. Schlegelberger, who had been convicted of war crimes by the Nuernberg Military Tribunal, was rearrested recently, and indicted on a charge that he had ordered the execution of a Jewish laborer, Markus Luftglass, in 1941.
