Nazi-looted artworks later seized by the Soviet Union will be returned to Holocaust survivors, according to a decision by Russia’s Constitutional Court. The decision overturns a decision by Russia’s lower house of Parliament, which voted in 1997 to override a veto by Russian President Boris Yeltsin and keep the art. Many Russians view the art as compensation for cultural treasures seized by the Nazis.
