Professor Mark Abramovitz, a university professor who has resided in Germany for fifteen years, is under a two months’ jail sentence for failure to renew his residential permit. Professor Abramovitz, who is a “staatenlose” (man without citizenship in any country) was ill at the time his permit expired and was unable to attend to its renewal.
