Masked men opened fire on two Palestinians outside the Gaza municipality building on Monday, killing one and critically injuring another.

The two men were identified as Rizek Jundiya, 45, who was killed in the shootout, and Ramadan Yunis, 39, who is being treated at Tel Hashomer hospital in Ramat Gan.

The men were apparently attacked because they were employees of the civil administration.

Throughout the uprising, Palestinian activists have warned their people not to work for Israel.

But Leaflet No. 43 of the unified command of the intifada, distributed in the territories Monday, said that the execution of collaborators should only be carried out in extreme cases.

According to the document, “the death penalty should be imposed only after all evidence is verified and with the approval of higher authority” — an apparent reference to the Palestine Liberation Organization.

Another Arab was shot to death Monday in the West Bank village of Arrabe, near Jenin.

Residents say Hammad al-Arda, 22, was killed in a clash with the army. But military sources said the army was not in the village.
