The Government of Israel today set the exchange rate for philanthropic dollars raised abroad at 1.8 pounds to the dollar. This brought the exchange rate for funds raised by such agencies as the United Jewish Appeal and Jewish National Fund into line with the official rate to tourists and businessmen and ended a practice which the national institutions in Israel had criticized bitterly.
