Chancellor-designate Helmut Schmidt, whose election on Thursday is certain, announced his Cabinet today. The Foreign Minister will be the FDP Chairman Hans-Deitrich. Genscher, formerly Interior Minister. Genscher, a law and order man, imposed the stringent curbs on Arab entry into West Germany in 1972 after the Olympic massacre, although he did this for domestic security reasons and not out of friendship for Israel. He is, however, an outspoken friend of Israel, like the new Chancellor. His Minister of State, Hans-Juergen Wischnewski, on the other hand, is an equally outspoken friend of the Arabs.
The new SPD-FDP Cabinet has 15 ministers, 11 SPD and four FDP. The Economics Minister will remain Hans Friderichs of the FDP, and the defense department is returned to Georg Leber of the SPD. Both Leber and the new Justice Minister, former Munich Lord Mayor Hans-Jochen Vogel of the SPD, are also counted among Israel’s friends. The important finance ministry goes to Hans Apel of the SPD who was formerly the Foreign Office State Secretary.
