In connection with the search for new homelands for refugees, ex-Premier Paul van Zeeland of Belgium, president of the Coordinating Foundation for refugees, yesterday addressed French, British and American officials at a luncheon at the Belgian Embassy. Details of the plans he outlined to the diplomats were not revealed but were said to be “very extensive.”
