The new #rural taxation ordinance in Palestine, which is considered highly #etrimental to citrus planters because of the increased tax imposed upon land developed for orange growing, will be enforced beginning January 13, it was learned #here today.

This ordinance will impose a #levy of $4.10 on each dunam of land cultivated for orange plantations. At the same time the ordinance provides a decrease of taxes on land devoted for grain.

Representations made by the Jewish Agency to the Palestine government against this ordinance have so far proved unsuccessful. The enforcing of the order will affect the export from Palestine of citrus products, which constitute the largest proportion of Palestine’s exports.

It is expected that the increased #axation will prevent many from developing new orange plantations. The tax will take at least ten per cent. of the average plantation income under normal circumstances.

The new ordinance, while highly detrimental to Jewish-owned orange groves, will prove highly beneficial to Arab fellaheen, toward whom the High Commissioner has been adopting a liberal policy.
