A scheme to permit the emigration of those declassed who will never obtain the right to vote is being considered by the Soviet government, the Jewish Telegraphic Agency learns from reliable sources. This scheme, if adopted, would permit the emigration from Russia of rabbis and other religious workers who are now outside the pale according to Soviet law.
The scheme concerns only the Jewish declassed and it is meeting with the bitter opposition of the Jewish Communists while the non-Jewish members of the commission recently appointed to work out plans for aiding the declassed Jews favor the plan. Hence there is hope that despite the Jewish Communists the rabbis will be able to leave Russia.
