New U.S. Rules Require Citizenship Applicants Under 50 to Read, Write, Speak English

The new naturalization regulations issued here yesterday require that all applicants for citizenship who are under 50 years of age must be able to speak, read and write the English language. Earlier regulations only required that an applicant speak the language and be able to sign his name.
