A proposal that the New York State Legislature study the question of “hate literature” within its general function of surveying obscene and other-wise offensive material, has been submitted to it by State Attorney General Louis J. Lefkowitz, he disclosed today.
In a letter to the New York Times, Mr. Lefkowitz revealed his move and said he understood that a resolution broadening the scope of the appropriate Legislative committee was under consideration. The Attorney General noted that action in this field impinged on the field of free speech and free press, but insisted that these basic rights may not be used as a shield behind which violence and breaches of the peace may be incited.”
