New York Mayor Rudy Giuliani recalled America’s initial hesitant response to the Nazis in calling for strong action now to thwart terrorism. “We had a choice like that in the 1930s. We missed making that choice for a very long time,” the popular mayor said in a brief address at the Appeal of Conscience Foundation’s annual awards dinner. “Maybe this time we shouldn’t do it that late.”
