New Zealand restored ties with Israel, ending a yearlong cutoff over a spy scandal. In a statement, Prime Minister Helen Clark said Sunday that she had received a letter from Israeli Foreign Minister Silvan Shalom, apologizing for two suspected Mossad agents who confessed to trying to obtain a New Zealand passport fraudulently last July.
