Sen. Jacob K. Javits (R.,N.Y.), who differs with the Nixon administration on some issues but is close to the President, said here that he believes Nixon will soon instruct that the United States Mission be transferred from Tel Aviv to Jerusalem as a friendly gesture to Israel and to improve the already good US-Israeli relations. Javits said there would be no advance announcement of the move, as it could disrupt the delicate situation in which the US is a potential mediator.
