When the National Emergency Conference of Jewish leaders meets here this weekend on American Mideast policy changes it may not have the benefit of President Nixon’s latest thinking on the problem. The White House disclosed today that foreign affairs aspects are being eliminated from the President’s State of the Union address to be delivered to Congress on Thursday. The President explained that the international situation was so important that he plans to submit a special foreign affairs message to Congress in early February. The State of the Union message on Thursday will deal primarily with domestic issues. Jewish leaders had anticipated the Thursday address because it would probably clarify the various expressions on Israel by officials of the executive department.
