The Israeli Foreign Ministry had no comment today on a charge by the Soviet Government newspaper Izvestia that South Africa was shipping arms to Israel. The charge, which appeared in the paper Sunday, alleged that the South African Government was planning the export of giant 65 ton tanks to Israel.
