Officials from 11 European and Mediterranean nations issued a communique condemning Israel for building settlements on Arab land and called on their governments to back the creation of a Palestinian state. The foreign ministers of the so-called Euro-Med Conference have yet to endorse the communique, which also calls upon Israel to implement already-signed accords with the Palestinians.
