Officials from the Palestinian Authority said they urged Islamic militants to join them in trying to make Jerusalem the capital of a future Palestinian state. But both Hamas and Islamic Jihad officials rejected the overture, the officials told Reuters, adding that the militants said the Palestinian Authority would first have to break off all contact with Israel.
