Officials in a city south of Moscow halted publication of the anti-Semitic newspaper Russkaya Gazeta and started a criminal case against the editors for fomenting ethnic hatred. The action in the city of Tula came as Russian police are intensifying their actions to combat groups that foment hate, according to the Union of Councils for Soviet Jews.
