Four of the 11 City Supervisors have rejected invitations to attend a reception today for Mayor Vladimir Promyslov of Moscow who is currently on a visit to the United States. The reception was arranged by Mayor Joseph Alioto.
Harold White, chairman of the Bay Area Council for Soviet Jews, said plans for the reception touched off many protests. The 11 Supervisors issued a statement saying they favored efforts at better relations between the United States and the Soviet Union but that they also opposed Soviet policies, particularly the education tax.
White said that, as of last night, Alioto had refused to cancel the reception. He said the Bay Area Council and the local chapter of the American Jewish Congress sponsored a protest meeting this afternoon in front of City Hall, to which local rabbis and ministers had been invited. Rabbi Jacob Traub, president of the Board of Rabbis of Northern California, led the protesting rabbis.

Meanwhile, in New York, Stanley Lowell chairman of the Greater New York Conference on Soviet Jewry, announced that a mass demonstration will be held noon Tuesday at the United Nations while Promyslov will be attending a luncheon. “We must make clear to the Mayor that we are not deterred by token concessions on the exit tax nor will we tolerate the continuing trials and persecution of Soviet Jews,” Lowell said.
