The British-owned Consolidated Refineries in Haifa will probably reopen in October, according to reports current in financial circles here today. The reopening of the refineries, closed since May, 1948, except for small-scale operations, it was reported, would be the result of intricate negotiations now under way to secure the reopening of the pipeline pumping crude oil from the Iraq fields to the Haifa refinery.
Christopher Mayhew, Undersecretary for Foreign Affairs, told the House of Commons yesterday that the British Government is continuing its representations to Iraq for resumption of the flow of crude oil. It is estimated that if the Haifa refineries were working at full capacity, their output would reduce by one-quarter Britain’s dollar expenditure for oil products.
