One of the four finalists in the competition for a proposed Holocaust memorial in Berlin quit. In withdrawing his design, German artist Jochen Gerz said he doubted the project would ever be built. The memorial has been plagued by controversy for more than 10 years, most recently when a man who could be cultural affairs minister in Germany’s next government said he opposed the memorial.
