Of the 7,000 permits granted to former West Bank residents to return to their previous homes, only 1,000 have been used, an Interior Ministry spokesman said today. Permits were issued early last year, but 7,000 of them remained unused. Their holders were given six weeks to return. Only a few of them did and it was decided to transfer the unused permits to 7,000 other former residents of the West Bank who would apply to return. When the additional three months under the extension were up, 6,000 permits still remained unused.
