President Roosevelt and Governor Lehman were among those who sent congratulatory messages. Dr. Israel Goldstein, president of the J.N.F., in an address, said establishment of a Jewish State outside Palestine, as proposed by Italy, would be contrary to the interests of the Zionist movement.
