Organizations of semi-religious character, such as Newman, Menorah, Hatikwa and Hi Y clubs, may, under faculty supervision, be formed in New York public high schools, Dr. William J. O’Shea, Superintendent of Schools, announced.
Dr. O’Shea said that although there had never been a definite rule against such organizations, many high school principals had in the past refused to permit them without a specific authorization from his office.
