A considerable deficit was sustained by the government of Palestine during the year 1928 it became evident with the publication of the official report for the year.
According to the report, the government had during the year a total revenue of £2,584,317, while its expenditures amounted to £3,381,993. The shortage, it was stated was due to the payment on the Ottoman debt and the government loan contracted for the construction of the Haifa harbor and the purchase of certain sections of the Palestine railway from the military authorities. The cost of the maintenance of the Transjordanian frontier force amounted to £193,243.
