Negotiations between the Palestine Government and leaders of the Arab population with a view of bringing about Arab cooperation, are on the way, according to a report from Jerusalem to the “Daily Express” here.
The report states that the Palestine Government is conducting secret semi-official negotiations with the Arab leaders concerning the establishment of a Legislative Assembly and Senate in Palestine. The Senate is to consist exclusively of British Officials. The Arab press states that six delegates representing three Arab parties are discussing these proposals with the Palestine Government.
The Arabs demand that the Palestine Assembly consist of 22 Moslems, 3 Christians and 3 Jews, to be elected by Palestine residents only. They also demand that this Assembly should possess the full power of veto. The Palestine government is said to insist upon restricting the power of the Assembly to an advisory capacity, to examine the drafts of legislation, to supervise the budget and to criticize the domestic policy of the Government.
