A step toward the organization of the Jewish communities in Palestine on the basis of self-government was made by the Palestine government when the official gazette published the text of a general “religious communities ordinance.”
The ordinance gives the power to the High Commissioner to issue a special Jewish communities ordinance. The general ordinance grants the rights of a juridical person to the communities and the right of self-taxation for the needs of the communities.
The ordiance bases the existence of the communities on a religious principle.
