Scrutator, commentator on international affairs, in an article in the Sunday Times on problems facing Palestine, declared that the Holy Land was replacing Egypt in the Imperial defense lines and stressed the need for developing a loyal population there.
A predominantly Arab country would not meet the test, he said, while a Jewish Palestine would, in the future as in the past, prove loyal. Racial fusion would be ideal, he added, “but no mere umpiring by the Mandatory Power will meet the case, nor maintaining of any precarious balance of rival races.”
