The Official Gazette yesterday promulgated an ordinance for the protection of cultivators of the soil which some persons connect with Sir Philip Cunliffe-Lister’s statement in London recently in regard to the Palestine loan. The ordinance for protection of cultivators is mentioned in the Colonial Secretary’s loan statement.
The chief feature of the new ordiance is the creation of “a statutory tenant,” meaning that if a tenant occupies land for no less than a year he can in no case be ejected from the land thereafter without being supplied with subsistence in an area approved by the High Commissioner.
The subsistence area must be in the vicinity of the area from which the tenant was ejected, the ordinance rules. There are numerous restrictive provisions in the ordinance, making it practically impossible to purchase lands already occupied by tenants.
