The establishment of a provisional Jewish government for Palestine to conduct Jewish affairs until a Jewish state is set up will be urged upon the forthcoming World Zionist Congress by the Revisionists, a nation-wide conference of the party decided today.

The conference also adopted a resolution urging that an appeal be made by the Jewish Agency to the International Court of Justice and the United Nations demanding the abolition of the Emergency Defense Regulations which “have converted Palestine into a police state.”

All parties in the country are holding pre-Congress discussions to outline their proposals at the Basle meeting. The Jewish Agency will begin its pre-Congress deliberations in Basle on Dec. 1.
