Palestinian Authority Chairman Yasser Arafat appeared to back off a threat to declare a Palestinian state next year if there is no peace agreement with Israel. In May 1999, the end of the five-year interim period according to the Oslo accords, “it is our right to begin talks immediately with the other side and with international parties on the establishment of a state,” Arafat told reporters.
