Palestinian Authority Chairman Yasser Arafat congratulated Israeli Prime Minister-elect Ehud Barak on his election victory during a telephone call Tuesday. The two spoke of their commitment to the peace process and the need to get it back on track, an Arafat aide said after the call. In a separate call to President Clinton, Arafat appealed to the United States to revive Israeli- Palestinian negotiations.
