Palestinian Authority Chairman Yasser Arafat issued a decree outlawing “incitement of racist prejudice and encouragement of violent practices.” Arafat was required to issue the decree under the terms of the Wye accord. Meanwhile, Hamas militants distributed a pamphlet vowing that their struggle against Israel “will not stop — ever.”
