Palestinian leader Yasser Arafat picked Norway to broker a 1993 peace deal with Israel, according to a report sponsored by the Norwegian Foreign Ministry. Although Norway was one of the last Western European nations to establish contacts with the PLO, Arafat was aware that Norway had been among Israel’s best friends, and he thought Israeli leaders would trust the Norwegians.
