The right to obtain temporary certificates of Palestinian nationality can be granted only to certain categories of applicants, according to a letter received by the Waad Hair (Council of Jerusalem Jews) from the Governor of Jerusalem. These classes are:
1, those persons who were born in Palestine or whose father was born in Palestine; 2, those persons who desire Palestinian nationality after the Nationality Law is issued; 3, those persons who intend to live in Palestine permanently.
Those Russian subjects, who were forced to obtain Ottoman nationality during the war, may obtain the above certificates under conditions 2 and 3.
