Palestinian officials reportedly set up a council in eastern Jerusalem to administrate civilian affairs. According to Israel Radio, Sari Nusseibeh, the top Palestinian official in Jerusalem, has named a 28-member council that has set up 10 administrative offices in eastern Jerusalem.
