Soviet authorities have once again denied exit visas to Valery Panov and his wife, Galina, both members of Leningrad’s Kirov Ballet company, the National Conference on Soviet Jewry reported today. Their applications were rejected because Galina’s mother refused to give permission for her daughter, 23, to leave the country. Soviet law requires parental permission to leave even when the applicant is no longer a minor.
