Papal Secretary’s Resignation Recalls His Delay on Mandate

The resignation of the Papal secretary, Cardinal Gaspari, recalls his part in the Vatican’s objections to the Palestine Mandate, objections which were instrumental in delaying its ratification by the powers. In repeated interviews with him Dr. Chaim Weizmann and Nahum Sokolow endeavored to convince him that Zionism did not conflict with the Christian holy places in Jerusalem.

Gaspari was the author of the note presented to the League of Nations in 1922 complaining about the Zionist activities in Palestine. This note resulted in the British White Paper accepted by the Zionist Organization June 18, 1922, wherein, in addition to formulating Article 14 regulating the holy places it was declared that the status of all citizens of Palestine was that of Palestinians. Under Article 4 the Zionist Organization possessed no administrative functions and seeks no share in the administration.
