The Jewish population of the town Belz, Bessarabia, is in a state of panic as a result of marauding troops stationed in the town.

Passing recruits beat a number of Jewish inhabitants and robbed a number of Jewish shops.

Although the police intervened, arresting the disturbers, the Jewish population is in a state of fear because many of the recruits are still stationed in the town.
