Prospects of peace in Syria increased today when a proposal was formulated by the Syrian National Government, the body chosen by the rebels. This proposal has the chance of being accepted by the French Mandatory power.
The program of the Syrian National Government proposes: I. That instead of the Syrian mandate now defining the relations between Syria and France, a treaty be concluded between France and Syria similar to the treaty concluded between Great Britain and Mesopotamia for a period of 30 years. Mesopotamia was originally a mandated territory, where the mandate was substituted by a financial and military agreement; 2. That the Syrian people be permitted to enact a Syrian constitution; 3. That Syria maintain friendly relations with those Arab states under a mandate; 4. That a seaport be built for Syria.
The French High Commissioner, Henri de Jouvenel, in reply to this proposal declared that he agrees to the first and second points. As to the third and fourth, a decision would have to wait until the forthcoming Syrian parliament would ratify the propesd treaty between Syria and France.
